Ifan at least has special dialogue for the romance that only triggers in the Undertavern. Pretty sure you can flirt anywhere the dialogue doesn't seem to be limited. Maybe her romance is a bit later like Sebille's? But I got that too soon bit too the romance should still be active. The only issue there is you miss a good chunk of the romance from earlier.

That said I never flirted with Red Prince my first game and I still was able to sleep with him before act 4 so I'm pretty sure as long as their approval of your PC is at a certain level you can start it at that point. And Sebille had dialogue for pretty much as soon as I landed in Driftwood. I had flirty options for Red Prince while talking to him about Sadha.
